Al ruim een half jaar hing de bezuinigingsopdracht als een donkere wolk boven het CIS. En nu blijkt het zwartste scenario inderdaad waar te worden: het bestuur is voornemens om het centrum in zijn huidige vorm op te heffen.
Twaalf medewerkers (9,46 FTE) verliezen daarmee hun baan. ‘Voor een deel van de medewerkers zijn er mogelijk opties om binnen de nieuwe inrichting of elders binnen de VU te worden herplaatst. Voor medewerkers voor wie geen passende plek beschikbaar is, gelden de afspraken uit het Sociaal Plan en is begeleiding naar ander werk beschikbaar. De betrokken medewerkers zijn vandaag geïnformeerd tijdens een plenaire bijeenkomst en individuele gesprekken’, staat in het persbericht van de VU.
De VU wil het inhoudelijke deel van internationale samenwerking voortaan onderbrengen bij de faculteiten en het organisatorische deel bij de diensten. Uitgangspunt wordt daarbij internationale samenwerking ‘zo direct mogelijk aan te laten sluiten bij de bestaande organisatie van onderwijs, onderzoek en ondersteuning binnen de VU.’ De opheffing van CIS is onderdeel van de zogeheten bijsturingsopgave voor de gehele VU.
Verlies van netwerk en inkomsten
Al langere tijd vindt de VU het CIS te duur. Het tekort bedraagt jaarlijks zo’n 2,5 ton op een begroting van 1,3 miljoen euro. Het bestuur heeft geprobeerd om het centrum als geheel onder te brengen bij een van de faculteiten, maar niemand wilde het CIS hebben.
Het CIS kost veel, maar het centrum levert ook veel geld op voor de rest van de VU. Met de opheffing van CIS gaat veel kennis en een groot netwerk in opkomende landen verloren, waarschuwden deskundigen afgelopen voorjaar al. De afgelopen tien jaar heeft het CIS bijgedragen aan de financiering van 65 promotieplekken aan verschillende faculteiten. Ook hielp CIS bij het binnenhalen van 40 miljoen euro aan projecten en zo’n 14 miljoen euro aan externe financiering. Wat er overblijft van deze inkomstenstroom als het CIS daadwerkelijk wordt opgeheven is onzeker.
Advies ondernemingsraad
Het plan om CIS op te heffen heeft de status van voorgenomen besluit. Medewerkers krijgen de gelegenheid om te reageren, en ook de Ondernemingsraad (OR) moet nog advies uitbrengen. Eerder liet de OR zich kritisch uit over het plan.
I have been associated with the Centre for approximately two years in my capacity as a Rhodes University Research Associate. During this time, I have seen the important assistance it provides in a welcoming and trusted environment where one can receive practical guidance, access information, develop connections while feeling supported. The Centre further contributes to the exchange of educational knowledge, cultural practices and community participation between the Global North and Global South.
For example, the Mobility Grant of 2025 has directly impacted the training of rural ECD Practitioners in the Eastern Cape, who are marginalised and have little to no access to valuable Play-Based Learning methodologies and resources.
The closure of the Centre would therefore have serious consequences. It would leave many people without a familiar point of contact and would result in the loss of valuable knowledge, relationships, and community trust. It may also weaken the organisation’s commitment to inclusion, intercultural understanding, and equal access to support.
I respectfully ask you to reconsider the decision to close the Centre International Support and to explore possible alternatives, including further consultation and partnership arrangements with for example Rhodes University and other Universities.

Over the past years I have been in intensive contact with the members of CIS to work on an UNESCO UNITWIN network proposal during conferences, foreign travels as well as valuable feedback in proposal writing and genuine support in network activities. The quality of the CIS is also in its rich experience of contacts in many regions around the world that are paramount in preparing such an important proposal that we are currently working on: ‘ Global South and Global North countries in the Anthropocene/Symbiocene of People and Planet’.
The inequality in the current world is painfull to watch and experience and the presence of an international window at the VU, like CIS, that enables a global collaboration is needed now, and will be much more and urgently needed in the coming years of this decade. There is no denial in the fact that we live in a world of crises, turbulence, genocides, climate change and imminent biodiversity loss. Now more than ever an international profile of the VU is significant, needed and unavoidable.
I truly hope and wish that the VU will find ways to preserve the experience, academic intelligence and perseverance of the staff of CIS. Thank you for considering this request and I am open to discuss this with you in person,
